Two U.S. importers have withdrawn their challenges to the Commerce Department’s anti-circumvention determination involving hardwood plywood from Vietnam. Rugby Holdings LLC and Hardwoods Specialty Products had filed suit over the agency’s decision to extend antidumping and countervailing duties on Chinese hardwood plywood to certain Vietnamese shipments. At the heart of the dispute was Commerce’s certification requirement, which obliges exporters and importers to maintain records proving Vietnamese rather than Chinese origin in order to avoid duties.
